Basically coz it easier to destroy than create.
For example I\’ve seen people complaining about the speed reductions introduced with the latest patch.
IE male characters were slowed down to the speed of female characters rather than females brought up to the speed of males.
I believe that the devs take the attitude that if you buff things up to fix them then you introduce inflation and before ya know it both the female and male charaters 4 months from now are moving at the speed of light (exaggerating).
Now that they have things wound down you hopefully with see them slowly bring them up with each patch.
Thats how I look at it bascially
